According to the graphic guidelines for the representation of European symbols of the Council of Europe and the European Commission, the flag of Europe is a rectangular cloth with a blue background and 12 gold stars forming a circle. The center of the circle is the intersection of the diagonals of the rectangle. The radius of this circle is equal to 1/3 of the height of the vertical. Each of the five-pointed stars is inscribed in an uncircumscribed circle with a radius of 1/18 of the height of the vertical. All stars are straight, that is, with one vertical point pointing upwards and two points in a straight line perpendicular to the flag handle. The stars are arranged like the hour marks on a clock face. Their number does not change.
